This is exactly how I interpreted the line in question.

What this line means to say is just that: There’s a difference between gender dysphoria and being a poor little rich boy weighed down by your own privilege. There’s a difference between being assigned the wrong gender and being a man who is bummed out by traditional gender expectations while also continuing to benefit from them in most respects. It means to say that trans women are women, and they are therefore not included in the critique I’m making.
